    "content": "We are very sure that the involvement of the county government has been a very controversial area because people were not very happy with the way the former local authorities utilised public land. There is a lot of fear that there might be misuse of public land. That is why most of the people who talked to us expressed concern. In this Bill, we are stating clearly the role of the county government. As far as the issue of using land is concerned, it is left to the community. There are many people who wanted us to give more roles to the county government, but that will be an issue to be considered during the Committee of the whole House."
