    "content": "should clearly state when the second phase of the construction of the Standard Gauge Railway (SGR) is set to begin and the exact route that it will follow, including extension to port cities like Kisumu. Those are the recommendations. I express my appreciation to all those who provided us with information, particularly the Cabinet Secretary (CS) and the Principal Secretary (PS) in the Treasury, the Commission on Revenue Allocation (CRA) who also appeared before the Committee and other written contributions that were made by other stakeholders.
