    "content": "Mr. Temporary Speaker, Sir, I rise to oppose the amendment although I understand the rationale behind the proposed amendment and the good intention the Senator has for increasing the revenue that goes to the counties. However, when we were doing recommendations in our Report, we were very careful not to use the figures 13 per cent or so. We wanted to be certain that when we look at the Division of Revenue Bill, we should use the actual exact figure which we will have determined. In our Report, the Committee recommends that the official rate of growth of revenue should be used at the minimum. The Member talked about the official rate of growth of 13 per cent over the past four years.
