Page 24 (iii) says:- “The Committee notes that the Budget Policy Statement (BPS) uses a very conservative revenue growth rate in the computation of equitable revenue share. Actual revenue realization seems to differ from the growths used in BPS. Average actual performance for the last four years is about 13 to14 per cent, thus the rate of growth of revenue that should be used at the minimum to compute the equitable share for 2016/2017 should be 13 per cent”.
