"content": "Senate. We know what is happening at the counties as a result of petitions, for example, the one from the citizens of Bomet County. I urge the Senate to take these petitions seriously, more so not only on listening and investigating them, but taking tangible action. This will serve as a consequence. When citizens bring petitions to this House they receive threats; for example, the petitioners from Bomet County. Each one of them got a letter from the County Executive threatening them of law suits for defamation. This is illegal. Every citizen has a right to petition this House. They are not supposed to be under any threat of being sued. However, this is exactly what happened with the petitioners from Bomet. I am glad that the Senate has given some direction, in that the county assemblies will henceforth get funds going directly to their own accounts. This will limit complaints and, therefore, give an upper hand to the county assemblies when it comes to raising some of these issues. Lastly, some of the issues experienced in the counties are a result of the very low level of education of persons---"
