"content": "(Sen. (Prof.) Kindiki): Madam Temporary Speaker, it is clear and I apologize. I beg to support this Bill and I thank Sen. Omondi for bringing it. I also appreciate her as an Hon. Member who is a person with disability. This gives Kenyans pride that the people that are nominated to come to this House to represent special interests are working to make sure that those special interests are catered for. Thank you very much Sen. Omondi and we hope our other colleagues who represent other special interests like you and women will bring more Bills that are sensitive to the special interests. It is for that reason that they are here. Madam Temporary Speaker, I will say a few things about this Bill because for a long time, we have approached the issue of disability from a humanitarian and sentimental point of view as opposed to a “rights based” approach. So, what this Bill does is to give effect to our Constitution. The Constitution makes it very clear that persons with disability have certain rights as human beings and so they enjoy all the rights that each human being enjoys. Given the fact that they are persons with disabilities, special measures must be put in place to ensure they are enabled to function like other citizens. Secondly, I also want to say that this Bill gives effect to the Persons with Disability Act. It gives better clarity to the existing law which has been in place since 2005, but which - I am afraid to say - has not been very well implemented. I hope that through this amendment Bill, the implementation of the Persons with Disabilities Act will be enhanced.
