    "content": "They are harassed by the county askaris . They pay the same market levies as other people. We must put in place incentives to help them grow. Madam Temporary Speaker, lastly, I hope that we will pass this amendment. I also hope that all the amendments that we have passed and forwarded to the National Assembly will be cleared this year. I plead with them to do so. We should also clear the Bills that they brought to us. With those few remarks, I beg to support."
