"content": " Mr. Temporary Speaker, Sir, before the Chair undertakes to respond, the profiling and discrimination of Kenyans in issuance of identity cards has been meted on Kenyans of Somali origin and those from border counties in general. In Western Kenya where we come from with Sen. (Dr.) Khalwale, Sen. Khaniri, Sen. Ndiema amongst others, one cannot get an identification card until there is production of a host of documents including a title deed, a letter from the area chief, an ID of one’s grandfather, ID of the father and if an applicant is a married woman, consent to get married and all manner of impediments that make it difficult to enjoy their rights. The Chairperson must tell the House whether they appreciate that an ID is not a document to identify oneself. It is everything because it is required when looking for a job, accessing shopping malls, transacting on M-pesa services and accessing social safety net funds.
