    "content": "Mr. Temporary Speaker, Sir, this problem is not isolated to border counties and north eastern areas as stated but even areas where some of us come from and particularly counties perceived not to be supporting the Jubillee Government. This is disenfranchising our people and this is the reason for the low voter registration in Vihiga County. It is the responsibility of the Government to issue identification documents and I am working on a Bill that will address the issue of IDs. There must be data from when the child is born and when one turns 18 years. The Government should be looking for them to issue the documents and not the other way round.
