    "content": "Hon. Speaker, I want to speak as a member of the Departmental Committee of Energy, Communication and Information and inform Hon. Amina Abdalla that Clause 58 of this Bill has truly taken care of crude oil and natural gas. We have even provided for parliamentary ratification of any contractor who might want to invest in that area. So, there will be no opaqueness. It is important for us to realise that natural gas and crude oil fall squarely under the Departmental Committee on Energy, Communication and Information."
