    "content": "Thank you. The proposed amendment by Hon. (Prof.) Nyikal is one of the most fundamental things that have come before this House. The exploitation of natural resources, particularly in those two sub-sectors, is subject to tremendous abuse and opaqueness. It has brought down governments and led to excessive corruption. There are critical issues to be dealt with. In the best of circumstances, we should account for what is happening. Having that kind of thing not ratified by Parliament, which is the only institution that has a window for the people and allows public participation, is very dangerous. The amendment will allow us to force the element of transparency on the Executive. So, to keep this between the contractor and the CS is the least that anybody could have thought of. To bring back this proposed amendment before Parliament will be extremely important."
