If, indeed, he was listening to the debate that was here before, it was clear it was about at what point the ratification comes to Parliament. So, it is totally misleading for the Member to say I was propagating that it is only two people, the Cabinet Secretary and the contractor, who should actually do that. He should withdraw that."
