"content": "Thank you, Hon. Temporary Deputy Chairman. I had briefly gone out of the Chamber when I heard the good lady, Hon. Amina Abdalla; express her reservations about the goings-on. With the trust I have in her, being a ranking Member in this House and knowing that she does good research before she talks, I thought everything would be easy after that. But in subsequent proceedings, I heard Hon. Lodepe appeal that the minority need protection from this House. I ran back because I realised that, perhaps, we might be on the brink of committing an illegality. That is what I have come to realise. If we delete Item 1 from the Schedule, that will be unconstitutional. I stand to support that the item be brought back into the Bill, so that we do not enact an unconstitutional legislation and for us to protect the minorities. Every law should be made with a vision of protecting the minorities. That should be the key thing because we know that most of the oil and gas is being discovered in those lands where minorities live. So, the onus is on this House to ensure that they are protected and this is one way of doing it. Thank you."
