"content": "In a nutshell, this Bill seeks to consolidate the law relating to energy and to align the legal and regulatory framework of the energy sector to the Constitution of Kenya, 2010. This Bill is quite big and has over 250 clauses. I would wish that Members would go through it the way they have done on the Bill in Order No.9. I will just go through some parts of it. If you look at Part I, it talks about importation matters with regard to energy, exploitation, generation, transmission, distribution, supply and use of electrical energy. That is from Clauses 1 to 3. If you go to Part II, the Bill provides for the energy policy and the integrated energy plan. We have heard in the previous Bill about a development plan. It is well explained in Part II, which requires the Cabinet Secretary to publish a national policy within five years of the enactment of this Bill.
