Although I appreciate the work which is being done by the Departmental Committee on Energy, Communication and Information, the debate on this Bill should have been preceded by a comprehensive report by the Committee. Many people will not find time to go through a Bill with over 252 clauses and five comprehensive Schedules. Is the Report by the Committee available?"
