    "content": "When we talk about the National Energy Policy, we expect the Government to review this policy after a particular time, may be five or 10 years. The country is growing and the world is also growing into a global village. We need to review the policy as stated by another Member. The situation in Baragoi has not been viewed up to now. A policy should be reviewed to fit into the times. On the issue of integrated energy plan, we must make sure all the parts of this country receive energy. This is one of the ways in which we can decentralise development and make people in the whole country to feel part and parcel of the Government. I want to congratulate the Jubilee Government for what they have done so far. Many villages have been connected to the grid although in some places fuel is a bit expensive. For example, in Turkana, we use generators and the cost is very high. Some people cannot afford to light their homes. I want to encourage the Government to exploit solar energy which is found in rural areas like Turkana.
