When the Speaker gave us the option to go and re-look at our Committee Report, we took the report from the Council of Governors and also the request from Sen. Mutula Kilonzo Jnr., to insert an amendment and we combined his amendment. So, what we have here is the request from Sen. Mutula Kilonzo Jnr. which we consented to."
