    "content": "Mr. Temporary Chairman, Sir, I want to applaud the Committee. This was an area that called for a lot of active participation by the Council of Governors and many Senators. I do not know whether the Committee thought about it, but the amendment, as it is now, sufficiently gives that one body the power to preside over all other smaller entities. In some instances, we have an entity that serves one or two sub-locations and they have been collecting some little money here and there. Are you telling us that the way you have made it, it has given this one county institution the power to preside over all the smaller ones? If you could clarify, I would be satisfied and happy."
