    "content": "It is also important that this Bill involves county governments virtually in all the areas that it has set up and states clearly the roles of the national Government and county governments in utilisation of energy. The Bill will repeal other Acts that are in place and, therefore, harmonise operations in the energy sector in terms of utilisation and ownership of renewable energy in particular, as well as harmonise issues of investment and exploration. The Bill provides that we will have energy maps not only for renewable energy but also for electricity, solar power and wind power. We need that kind of map so that all these can be put together."
