    "content": "Hon. Speaker, you understand very well that we are yet to pass the Community Land Bill. In this Bill it is clearly classified that we have private, public and community land. We have observed that most of the energy resources in Kenya are found on community land and because of this, some of the provisions in the Energy Bill are not applicable until we pass the Community Land Bill. For example, an investor would like to explore a resource such as oil and geothermal and yet the Government has not given an exploration permit or a permit allowing him to put energy infrastructure in a place. The way it is written here will not augur well because he or she will have to consult the whole community that owns that land and not a governor or a chief.
