    "content": "If you look at Clause 13, you will find that it talks about the requirements of the Director- General, how he is going to be appointed and his functions. I like the way they have explained it. In 3(a) they have said that the Director-General must be a Kenyan, which I support 100 per cent and that is fair. Again, we need to be aware of the fact that this is a unique position which probably requires different skills. We do not want to limit ourselves, as a country, to a level of saying it has to be a Kenyan. What if we do not have that kind of person in the country? I think even developed economies such as America and other places have left specialized skills open. That if a Kenyan or a foreigner can do a better job than an American they are able to tap into that kind of expertise."
