    "content": "Hon. Speaker, more often than not, countries have not been able to expand the capacity they have in terms of energy generation. We have found ourselves in a situation where debate at the global level is whether we are spending too much energy to the point that there is climate change, while on other side, there are many countries that would like to develop and would continue to utilise the natural resources they have so that they can market their ideas and remove their people from poverty. Kenya has had a robust regime when it comes to energy use but the costing is high and distribution is low. Does this Bill speak to such issues or does it just align administrative structures for the sake of it? There is a very serious attempt to ensure that this Bill speaks to that because one of its key innovations is the provision of a regime to regulate and boost renewable energy especially in relation to wind and solar energy. These are energy resources that have not been effectively utilised in our country and yet they exist.
