    "content": " Mr. Temporary Deputy Speaker, Sir, history will remember you for presiding over the Third Reading of the Judicial Service Bill. In this time in proper democracies when history happens, you rarely hear sound or noise. With the Third Reading of this Bill, the history of this country and the future of this country will dramatically change because the two Principals will now have an opportunity to appoint new judges who will reflect the spirit of the new Constitution. Therefore, I want to thank the entire House, the Chair and your office for the support that you have given my Ministry in the preparation leading to the debate of this Bill and its approval by the House. I want to salute hon. Members and agree with Mr. Mungatana and my student Mrs. Odhiambo-Mabona that the county is there now to stay and, therefore, the County Judge."
