    "content": "Mr. Speaker, Sir, if you look at this list, you will appreciate that most of the titles were issued from the year 2006. This followed the elections that led to National Rainbow Coalition (NARC) ascending to power; when the President of the Republic of Kenya went to Lamu County and gave the directive that those people who had been allocated land in those settlement schemes be given title deeds without any charge except for a few nominal charges. So, if you look at the list, you will see that nearly 90 per cent of them were given titles in the year 2006."
