REMUNERATION OF ECDE TEACHERS AND DEVELOPMENT OF ECDE INFRASTRUCTURE BY LAIKIPIA COUNTY GOVERNMENT Hon. Senators, pursuant to Standing Orders No.220(1)(a) and 225(2)(b), I hereby report to the Senate that a petition has been submitted, through the Clerk by Mr. Samuel A. Opiyo, regarding the remuneration of Early Childhood Education (ECDE) teachers and the development of ECDE infrastructure by the Laikipia County Government. In summary, the Petitioner states:- (a) That, the County Government of Laikipia has, since 2013, not been providing the necessary infrastructure needed in the ECDE centres, including learning materials, mattresses for the learners to have an afternoon nap, playing materials, classroom facilities and toilets which are friendly for use by children; (b) That, the County Government of Laikipia has not been remunerating ECDE teachers in the county, despite funds for the same being set aside every financial year; and, (c) That the ECDE sector in the county is not well managed, and the County Government has failed to employ supervisors to oversee the quality of services rendered by ECDE teachers. The petitioner, therefore, prays that the Senate investigates this matter and makes appropriate recommendations on how the same may be addressed.
