    "content": "No, Mr. Deputy Speaker, Sir. I want to point out that this circular was born of a complaint that was made earlier on when the county assemblies were set up. A job evaluation was done and a circular to address the same issue was released on 27th November, 2013. In fact, this circular states clearly that it will be effective on a date which they have indicated, that is, 1st December, 2013. This directive has been there for a fairly long time and it addressed an issue that was raised earlier on."
