This issue has found its way to the Floor of the House and we have been told that there is a circular. What decree can we give having discovered that this is true? I thought that the Committee could give a decree to force them to read the circular or summon them to come here. Particularly, the speaker and clerk of West Pokot should be summoned here and we read to them this circular. It looks like they do not know how to read and write or they close their eyes when it comes to reading some of these documents."
