    "content": "Mr. Deputy Speaker, Sir, the circular which has been issued here is self-explanatory, especially, the footnotes which have been given. Unless West Pokot County is different from all the other counties, the question that was asked by my colleague Senator here applies to West Pokot only because we have not received any other similar complaint. The third footnote on the circular says:- “The funding of the reviewed remuneration to be accommodated with the County Budgetary Provision of 2013/2014 Financial Year---"
