    "content": "On a point of order, Mr. Deputy Speaker, Sir. One point that comes out clearly here, using the case of my county, is that there are some officers in authority who ignore every law given to them to the extent that some of the things that are supposed to have been done under a certain law have been ignored. It is a point that has come out clearly. I do not know how many such circulars from the national Government touch on the activity and the life of Kenyans in the law structures have been ignored. So, it is a point that I find very heavy because I do not know how many others fall in the same category."
