"content": "At least I can sympathize with you on the question of laptops because they are a bit expensive. But an Identity Card (ID) that this Government cannot give to Kenyans and more so when you have a wonderful person like Sen. Billow whom I have been with in Mandera, that even people in Mandera cannot get IDs because this Government cannot distinguish between Kenyans and Somalis from Somalia and those from Kenya----. Madam Temporary Speaker, soon “Luos from Tanzania” may not get IDs if that is the basis upon which determination has become very difficult. Can the Chairman assure us that the Government will comply with the Constitution and give every Kenyan, irrespective of tribe, race, creed, language and sex, ID cards as provided for in Article 12 of the Constitution and deny Sen. Murkomen one because he is misbehaving?"
