    "content": "Sen. (Prof.) Lonyangapuo raised the issue of facilitation. This is a matter that affects the department and we have discussed it at length. The Directorate of Immigration and Registrations of Persons is experiencing challenges with budgetary allocations just as various departments of Government. The Committee will discuss the same issues with the Cabinet Secretary for the National Treasury to see how we can increase budgetary allocation to this particular department, so that the registration can be done as quickly as possible, for the purpose of registration of voters. The proposal of using waiting cards to register as voters was also discussed in the same meeting. According to the Registrar this is not possible, because when one is given a waiting card, there are scrutiny processes that take place within the department. Therefore, this is not a document that will be used for the purpose of registration of voters, but it is a matter that we can further discuss with the relevant departments and give a final verdict. Delay in issuance of IDs is a matter that is affecting the whole country. The other day, the President gave a directive on this particular matter, because it is affecting the whole country.
