    "content": "I conclude by saying that as we go to the Committee of the Whole stage where we will make amendments, I will move a number of amendments that will seek to enhance this Bill. The spirit is good because library services are devolved. However, there are certain things that we must look at. We must anchor librarianship as a profession and think about county librarians and how we are going to separate the national libraries from the county libraries.
