    "content": "This Bill has come at the right time and I am sure the House will pass it. I hope that once we pass it, it will not go to the house on the hill and get rejected like what normally happens, and then we get a memorandum requesting us to cancel whatever we will have passed. We need to think about this soberly because banks are making abnormal profits. Profits are not bad, but we need responsible banking. In Germany at the moment, there are negative interest rates. People are paying banks to keep their money. In Kenya, we do not have mortgages. Only 25,000 people have applied for mortgages whereas there is a potential of having over 4 million applicants. With the high interest rate, we are not putting people on the ladder of acquiring housing."
