    "content": "In conclusion, let us remember that for as long as we have issues in our land markets, for example, where we cannot rely on the Land Registry and where many borrowers who can go to the bank had refused to pay their loans, we are raising transactions costs and making it difficult for banks to lower the interest rate that we are talking about. We have to deal with those attendant markets and collateral market that will help create confidence for these key institutions to service the industry."
