    "content": "All I am saying is that we should leave the Bill as it is. Introducing what the Departmental Committee is trying to introduce is not proper. I want to go by the original Bill as it is under Clause 3. We should maintain it rather than change it. Changing it would imply that we should be forced to change our culture. Our culture should die gradually rather than forcing ourselves into changing it. I maintain that it is not necessary to have this clause changed."
