Chepkong’a moved these amendments. He mentioned that he is deleting paragraph (d) because it is unnecessary. However, he did not explain the import of the amendments proposed under parts (a) and (b). We did not hear anything. Is he in order to only give justification for part (c) of the amendment and assume that he had given justification for all parts of the amendment?"
