    "content": "I am speaking as one of the drafters of this Constitution and, coincidentally, my thesis was on this issue. What we are speaking to here--- I know when we were doing the Second Reading, the House did not have time. So, I was not able to speak to it. What we are trying to conserve is knowledge on, for instance, medicinal values on our plants. That is a role of the national Government. If, for instance, an international pharmaceutical company comes to this country and takes Mwarubaini and patents it outside the country and then they come back and sell it to Kenya, the country cannot be told that, that is something to leave with a villager. That is a resource which is as important as gold. It is like telling Kenyans that gold will be preserved."
