    "content": "Thank you, Hon. Temporary Deputy Chairman. I have listened to my brother, hon. Chris, speaking to the issue of KIPI and KECOBO. The matters which are preserved in KIPI are intellectual property matters that accrue to individuals. They accrue by the fact that they are formalized and are applied and preserved in a formal format. The preservation there only confers private rights to people who then become intellectual property owners, either by trade mark, industrial design or patent. Those are private rights. Under KECOBO, knowledge and intellectual property that accrue as a matter of course are preserved here. This is the right body that should be contemplated under this Act.
