    "content": "Madam Temporary Speaker, the problem is not the Teachers Service Commission (TSC). It is where the money comes from; the National Treasury. If the National Treasury is short of funds which are normally obtained from the national revenue, then it would be difficult for the TSC to get its remittance from the Treasury. That is what this Statement is all about. Since the time in question was affected by the TSC not receiving adequate remittances, therefore, it was not possible for the TSC to release the same to the Savings and Credit Cooperative Organizations (SACCOs). That is the logic behind the Statement.
