    "content": "Madam Temporary Speaker, I join my colleagues in welcoming the officials from the county assemblies. The Senate has much more to offer to these officials from county assemblies. The Senate has a school which they can learn from much more than what they observe in the Senate. There are also other institutions in Government where management courses are offered. The visiting officials from county assemblies have a great role to play in making sure that the resources that have gone to counties are put to the best use, for the benefit of the citizens of this country. This can only happen if they have the knowledge to use those facilities. I welcome the members of staff and encourage the other counties to bring their staff to Parliament to learn the art of managing public affairs."
