"content": "statement would have been ready by the end of last week. As late as yesterday morning, we had a Committee meeting and we had not yet received the signed letter. Although I have a copy of the letter, it would be very wrong to table it in this House when it is not signed. I have information that the CS, Prof. Kaimenyi, left for the United States of America (USA) last week to attend a United Nations (UN) conference which will be concluded at the end of the week. I, therefore, seek your indulgence because I do not think it is proper to table an unsigned report. At the same time, we know that the CS is out of the country. Give us until next week when he will be in the country to respond. My Committee will make sure that we get the letter signed. Yesterday, we, as a Committee, made a resolution to write what we termed as a final reminder to the CS and I have a copy of it with me."
