"content": "Madam Temporary Speaker, I would like to issue a Statement that was sought by the Senator for Kakamega County who sought a statement from the National Treasury on the delays of disbursement of funds to county governments. The Statement is very long and hon. Senator has a copy, so I will just go through some of the key areas briefly. The first aspect of the Statement is the status of disbursements to counties as at 31st January 2016. As you are aware, the response was sent before the end of February that is why the figures reflect up to 31st January only. As you are aware, the disbursements to counties are based on County Allocation of Revenue Act 2015---"
