    "content": "Madam Temporary Speaker, I agree with my colleagues that the Chairman needs to bring a detailed response. The statement says that these pending bills are based on the annual financial reports prepared by the county treasuries. This is not a true reflection in some counties. The people we suspect to have misappropriated county funds are the ones submitting the reports. I expected the Office of the Controller of Budget to prepare this report, rather than relying on the reports written by the county executive committee members and governors.
