"content": "I remember the Governor for Nairobi appeared before us. He gave us a figure far above the Kshs1 billion that is here. It was in the nature of Kshs50 billion or Kshs60 billion that was paid. In fact, he did tell us that was the major handicap in the county government providing services to the people of Nairobi. Therefore, just using this example alone, these figures are not accurate. In addition to the full report that has been asked for which I support, I also support those who have said that we should set up a pending bills committee or empower the CPAIC to look into this matter with the seriousness that it deserves. I happen to have been a Member of the Pending Bills Committee under the National Rainbow Coalition (NARC) Government which Sen. (Prof.) Anyang'-Nyong'o stated. The Chief Executive Officer (CEO) was none other than Mr. Njoroge, the former Auditor-General. It went on fulltime basis for more than a year, just ascertaining what pending bills were. After ascertaining what pending bills were, we looked at how they were incurred. We had to find out whether they were incurred lawfully, unlawfully or corruptly. Because of that, we reduced the amount that was legitimately payable by Government to about one-third of the actual amount. I also remember sitting on the Kenya Ports Authority (KPA) Board. The Board established a pending bills committee for the authority and we looked into this matter. The then Permanent Secretary, Mr. Naikuni, personally went and stayed there for quite some time. We were able to reduce big sums of money to very small sums of money. What is more important is that the people who were claiming actually did not fight back, but accepted. That meant there was something wrong with those figures. There is the need to establish, not just the actual amount of the pending bills, but also know how they have been incurred and what are legitimate and illegitimate, so that we hold accountable those who have been responsible for incurring illegitimate pending bills."
