The important duty for the Committee on Devolved Government is to find out the capacity for rapid response to fire fighting by the county governments. Do they have firefighting equipment and to what extent do we have water points for the firefighting equipment to have enough water when there is fire. In most modern cities, and I believe that Nairobi is one of them, there are usually fire extinguishing points where you turn and the water will come out. If they do not, then there should be a programme for rapid response fire fighting capacity in counties because we will continue to have this kind of thing. What Sen. (Dr.) Khalwale said is very important. To what extent have certain fires been caused by mischief by certain county officials wanting to achieve certain malicious ends like destroy an open air market so that contracts can be given for something new to be put up. This is a role of the Committee on Devolved Government and distinguished from Education Committee"
