    "content": "Mr. Temporary Speaker, Sir, this is an important provision. Going forward as I move this Bill, we might need to consider the Senate - because this Bill came from the National Assembly - ensuring that you do not just have people who represent the Government only in the Council but may also have some experts that have no attachment alone to ensure that the Council becomes more independent from purely being a government entity. The Council’s responsibility is to look at coordination of policies that are related to fisheries, allocation and access to fishery resources in terms of licensing. You have research education in development of resources, the Council leads on matters of research; the management of resources is also led by the Council. Mr. Temporary Speaker, Sir, in Part III, you have the establishment of the Kenya Fisheries Service; you have the Kenya Forest Service that deals with management of forest resources and you also have the Kenya Wildlife Service that deals with wildlife. So, it is an equivalent of those institutions that is being established in as far as fisheries is concerned and it will be a body corporate that runs like any other parastatal in this country. The functions will be to ensure that there is an appropriate conservation and development of standards on management, sustainable use and development and protection of fisheries resources. They formulate policies and monitor the implementation of the policies regarding conservation and utilization of fisheries. They develop guidelines that deal with fishing matters, matters about standards and fisheries, they collect data, analyze it in relation to matters of fisheries, they identify manpower requirement for level of services and administer and coordinate matters related to protocols, conventions and treaties that are related to fishing and aquatic resources."
