"content": "Mr. Temporary Speaker, Sir, we also have other issues including the health standards; the Public Health Act and the Food, Drugs and Substance Act. Standards that are required in relation to aquatic resources are also expected to be implemented by the Kenya Fisheries Service as an institution. This institution will have a board of directors, representation of various Ministries and various sectors and interested parties, you also have a board of directors that are there, there is a management led by a managing director and the staff. There is a board that oversights that management structure just like we have had in all other parastatals. Of course, the board meets like any other board Mr. Temporary Speaker, Sir, there are also financial and administrative provisions of that institution. That will come from money appropriated by Parliament. They will also have monies that are collected as fees and licences, they will also receive donations. There are parts of donations that are invested in this sector, generally, because there is a global interest in the protection of aquatic resources. Many institutions globally would like to work with such an institution that will deal with matters of aquatic resources and fisheries. Their accounts will be audited to ensure that we do not have corruption. Mr. Temporary Speaker, Sir, many boards and parastatals in this country collapse because of bad beginnings. Even as we go forward to fill the membership of the board and subsequently those who will be employed, there is a terrible culture in this country.
