    "content": "that the chairman of a board is from a certain community and the managing director is from community X, the rest is obvious; that the membership of that board is the direction of one community. Then, a culture begins where they put their people in positions and forgets the national interest. The national interests, objectives and global standards that we are talking about become secondary, because the people being employed there have an objective of either achieving financial interests on behalf of certain people or employing people in a skewed manner to basically prepare themselves. They will subsequently go back to their communities and ask to be voted for because they worked at the Kenya Fisheries Service, for example, and employed a certain number of people. There is a culture in this country that we must fight. The only way we can fight it as Parliament is if we stand firm and insist that standards and oversight responsibility of this House must be achieved. We are still a long way from achieving that, but we should continue fighting. We talk about certain institutions being corrupt but corruption started in its conception, in the manner in which people were appointed or hired. Subsequently, those people had godfathers who were ‘untouchable.’ As a result, corruption, favoritism, nepotism and tribalism became the order of the day. I urge those who will implement this Bill to know that the fisheries sector is important. It can earn us billions of resources that can go to the Exchequer and help us develop this nation. I request them to think about how they will ensure that it becomes a sector that is corruption-free, which gets people who are qualified and have the national interest and the interest of future generations at heart to run these institutions."
