"content": "mentioning. We, as a country, why would we want to lose Kshs791 million? We are now told they have also misappropriated youth funds. Why do we have certain people having special protection to the extent that the only preservation they receive is by saying that they were with Sen. (Dr.) Khalwale or any other leader and they are left to continue doing bad things to this country? Let me focus on the fisheries sector because Sen. (Prof.) Anyang'- Nyong'o has told me that he is sitting here because he is waiting for a debate on this sector and not corruption. If we really want to debate about Ms. Ann Waiguru or me, then lets us have a substantive Motion to debate me because I am more than ready to be debated and to debate in this House. There is establishment of the Office of the Director General which, in consultation with county governments, will take certain measures to ensure that there is development of the fisheries sector. This includes framework for extension and training services. We need to train people about how they will carry out fishing and do fish farming. Mr. Temporary Speaker, Sir, we have lived in this country for a very long time with a lot of myths about fisheries, fishing, fish eating and fish mongering. Some of my best professors in universities who taught me were from Nyanza region; whether it was Prof. Jackton Boma Ojwang, Prof. Sihanya or the late Professor of land law, Prof. Okoth Ogendo. We were told that the reason as to why they were very clever is because they ate fish. I was so encouraged by that and I even dreamt that I would feed my children with fish so that they could do better than myself. For us, those myths were positive. However, other people were told that eating fish is backward and primitive. Mr. Temporary Speaker, Sir, we need training and extension services so that people can understand how to go about fish farming and to preserve aquatic life. Research and surveys must be done. I am told by fish experts that if you do not do proper survey, you can clear all the stock and you will not have fish in a sustainable manner. We should promote cooperation on matters to do with fisheries and spearhead the orderly marketing of fish. We have issues to do with promotion and development of ornamental fisheries which are the ones that we put in aquariums and bring a lot of beauty. One of the biggest aquariums in the world is in Dubai Mall. It attracts a lot of tourists to Dubai. This is one of the ways that we can develop aquatic life in a manner that promotes fishing and tourism. We should encourage persons to deal with matters of sanitary and vital sanitary requirements and invest in the necessary equipment. There are also international fisheries and conservation management measures that must be carried out by the Director General and the institution thereof of Kenya Fisheries Institution (KFI) to deal with matters of investigation of vessels that cross the border to fish in our exclusive economic zone, among others. There is also coordination of fisheries management with counties; that is in Clauses 34 and 35. There is cooperation that is required and regulation of the sector. Then we have establishment of beach management units that will ensure that the community participates in matters of fishing. Mr. Temporary Speaker, Sir, under Clause 37, there is an establishment of the same. Then, there is fisheries conservation and management. The Director General and the institution is responsible for the same; ensuring that there is proper planning and fishing, proper fisheries management plans that take care of national interest, conservation of fish and so on.
