    "content": "Thank you, Hon. Speaker for giving me the chance to contribute to this important Bill. This Bill will align the energy sector issues to the new Constitution, bearing in mind that there are two levels of implementation; the national Government and the county governments. This Bill will ensure that we have the right legal framework in terms of how this important sector will be implemented. It will ensure that the policies in this sector are aligned to the 2010 Kenyan Constitution. Just as you have rightly put it, this Bill has a number of clauses and sectors because it looks at all the possible sources of energy. I would like to focus more on three areas because I only have 10 minutes to make my contribution. I will start with renewable energy---"
